Perfected States was born from a belief that we were never meant to live disconnected from one another.
I believe God created each of us with gifts, talents, experiences, and purpose—and that communities become stronger when those gifts are used to serve one another.
The early Church showed us a powerful picture of people united through faith, generosity, fellowship, service, and compassion. Perfected States seeks to bring those principles into the modern world in a thoughtful and sustainable way.
We are not asking people to give up their freedom or individuality. We are inviting people to discover what becomes possible when individuals willingly bring their strengths together for something greater than themselves.
This vision is bigger than one person. It will require builders, teachers, farmers, doctors, entrepreneurs, creatives, tradespeople, parents, seniors, mentors, volunteers, donors, innovators, and people from countless walks of life.

Perfected States Community Corporation is inspired by the early Christian community described in Acts 2:42–47 and Acts 4:32–35.
These passages describe believers who lived with extraordinary generosity, fellowship, unity, prayer, hospitality, service, and mutual care.
They voluntarily shared resources so that people in need could receive support.
PSC seeks to apply those timeless principles in a modern, practical, ethical, and sustainable way.

Founder and Board Chair
Latoya Baghlanian is a faith-driven visionary, author, consultant, entrepreneur, and community leader with more than 20 years of experience in sales, leadership, consulting, and business operations. She began her career at State Farm as an account manager before advancing into sales, office management, and staff development. She later became a top 10 sales agent at Assurance, a company with more than 500 employees.
Latoya is the founder of Perfected States LLC and Perfected States Community Corporation, where she serves as Board Chair. Inspired by Acts 2 and Acts 4, she is committed to creating self-sustaining, faith-centered communities where families are strengthened, children are protected, seniors are honored, people in need are restored, and individuals use their God-given gifts to serve one another.
Through Perfected States, she seeks to demonstrate God’s Kingdom through
Christ-centered living.
Latoya is married and the proud mother of a son, whom she considers her greatest accomplishment. Above every title and achievement, her greatest hope is to truly embody Christ by reflecting His love, compassion, humility, truth, obedience, and heart for serving others.
Vice Chair
Shanelle Roe serves as Vice Chair of the Board of Directors for Perfected States Community Corporation.
She is an experienced entrepreneur, business leader, childcare professional, and educational consultant with a strong background in childcare operations, business management, and early childhood development.
Shanelle graduated from Kennesaw State University in 2010, where she studied child education. She has used her education, professional knowledge, and entrepreneurial abilities to create and operate successful
daycare businesses that provide children with safe, structured, and supportive learning environments.
Her areas of expertise include childcare administration, early childhood education, business development, organizational management, entrepreneurship, and childcare consulting. Her experience establishing
successful daycare programs reflects her ability to transform a vision into an organized and sustainable operation.
As Vice Chair, Shanelle supports the Board Chair, contributes to organizational planning and governance, and offers valuable guidance concerning youth development, educational programming, childcare services, and business operations. Her experience will help Perfected States Community Corporation develop
programs that support children, strengthen families, and create meaningful educational opportunities for young people.
Secretary
Kimberly Harrison serves as Secretary of the Board of Directors for Perfected States Community Corporation. She brings experience in broadcast journalism, reporting, media production, communications, storytelling, and content development.
Kimberly earned her degree in Broadcast Journalism from Troy University in December 2009. Her education and professional experience have equipped her with skills in researching information, interviewing, reporting, organizing content, producing media, and communicating stories clearly and effectively.
One of Kimberly’s most meaningful accomplishments is creating a podcast, which reflects her creativity, initiative, and passion for using media to inform, inspire, and connect with others. Her communications background provides the organization with valuable insight into public relations, organizational messaging,
media development, and community engagement.
As Board Secretary, Kimberly helps maintain accurate organizational records, document Board decisions, prepare meeting minutes, support official correspondence, and promote clear communication among Board members. She also contributes her reporting and production expertise to help Perfected States
Community Corporation share its mission, programs, community impact, and stories of transformation
Board Member
Eboni Johnson serves as a member of the Board of Directors for Perfected States Community Corporation. She is a former teacher and educator with extensive knowledge of child development and elementary education. She is also an experienced real estate broker and automobile broker, bringing a valuable
combination of educational, business, sales, and negotiation experience to the organization.
Eboni earned a Bachelor of Science in Child Development from Tennessee State University in 1998. She later earned a Master of Arts in Teaching with a concentration in Elementary Education from the University of Memphis in 2006.
Her professional experience as an educator has given her a strong understanding of how children learn, develop, and respond to supportive educational environments. Her work in real estate and automobile brokerage has strengthened her expertise in business transactions, client relationships, negotiation,
problem-solving, and informed decision making.
Eboni is the proud mother of three children, two of whom are attending college. She considers raising her children and helping them pursue their educational and personal goals to be her greatest accomplishment. Her experience as a mother, educator, and business professional gives her a compassionate and practical
perspective on the needs of children, parents, and families.
As a Board member, Eboni contributes to the development of youth and family programs, educational initiatives, housing strategies, property-related planning, and community partnerships. Her commitment to children, education, family achievement, and economic opportunity supports the organization’s mission to help individuals and families build stable and purpose-filled lives.
